New customs restrictions on the importation of goods from abroad

We need to remind, that since 2019, in some countries, the norms of customs legislation have changed, in particular, the limits for duty-free import by indicators of weight and value of goods. Thus, according to the decision of the Council of the Eurasian Economic Commission, from 01/01/2019 for residents of the Russian Federation and the Republic of Belarus the following changes came into force:


Russia (“Russian Post” tariff in the SMART Connect system): by indicator of weight, the limit is reduced to 25 kg, by indicator of the cost of goods - to 500 euros per recipient-individual entity in one calendar month. In case of excess on any indicator, is payable duty in the amount of 30% of the amount of excess, but not less than 4 euro per kilogram of weight by indicator of the excess of the limit.


Belarus (“Belpochta” tariff in the SMART Connect system): The limits for the duty-free importation of a unit of departure (one parcel) remained unchanged - 22 euros and 10 kg. But the limit has been changed for duty-free import in the period of the calendar month per one recipient-individual entity, which now amounts to 200 euros and 30 kg. That is, in order to avoid paying the fees, in the period of one calendar month you can send several parcels each of which should not exceed 22 euros and 10 kg, and the total sum for the reporting period should not exceed 200 euros and 30 kg. In case of excess on any indicator, is payable duty in the amount of 30% of the amount of excess, but not less than 4 euro per kilogram of weight by indicator of the excess of the limit. If the both one-time and monthly limits are exceeded, a duty in the amount of exceeding the one-time rate (22 euros and 10 kg) is subject to payment.
