Relevant proposals are contained in a letter to the deputy head of the Federal Customs Service Ruslan Davydov, Deputy Economic Development Minister Stanislav Voskresensky. Proposals are prepared for the first meeting of the subcommittee on electronic commerce, which is headed by the Vice Prime Minister Arkady Dvorkovich.
If the value of the goods up to 150 euros, the Federal Customs Service proposes to pay a fixed payment in the amount of 10-15 euros. If the purchased goods worth more than 150 euros, it is necessary to pay a fixed payment of 10-15 euros, as well as customs duties and taxes at a flat rate of 30 per cent.
In addition, customs officers offer to unify these rules for all countries - participants of the Eurasian Economic Community (EAEC), to avoid overflow of commodity flows in countries with more favorable import regulations.
The FCS explained that "today the limit on duty-free importation of goods to individuals by international mail is one of the highest in the world."
A source in the Ministry of Economic Development said that the whole department against the abolition of the concept of "goods for personal use," but may consider any of its refinement.
